Maybe it's some sort of jock-strappy type thing, like the Star Trek:TNG actors had to wear to hide their bulges. They were pretty tight those early uniforms.

Um, yes briefs are better. Especially if you're going to do anything more active than walking down stairs.

And there was an issue of Excalibur where Nightcrawler got swept up in an adventer with the StarJammers (without having time to get dressed first). He spent the whole thing wearing boxer-briefs. So, I'm guessing that's what he usually wears.
