Simple. He doesn't.
Basically, he's a being of pure psionic energy. The rest of his body that appears "normal" is just a shell that remains from his non-mutated days. Conceivably, if you chopped off one of his hands, for example, there'd be a hand made of energy in its place.

The cover is for an unreleased future issue, most likely sometime during The Draco.
Very nice job on the coloring, btw. But the orange background takes away something from the overall pic for me. I would have gone for a cooler or darker color.
