I wouldn't think they were. Amanda and Meggan have both been drawn as blondes with long hair and a widow's peak. Amanda usually is colored with darker blonde hair than Meggan's, but I would imagine as ruler of Limbo she could get her hands on some hair dye. The expression definitely gives it away......

According to the Nightcrawler series previews, it looks like Amanda will be showing up. Drat.
