I think that he was saying that he found heavy clothing in addition to the bodies, not on the bodies. I guess they needed heavy clothes to keep out the sunlight?

Vaguely Nightcrawler Related Shoes

It's acrylic paint. Fabric paint only works on canvas or cloth shoes, these were pleather. You just have to prime them with gesso first, and after you paint them, spray them with a gloss varnish. That way the paint won't chip or come off. It's really easy to do.
